Information film about economic progress in Netherlands New Guinea. In 1955 a 300 ha trial field for mechanical rice culture is being laid out in the Kumbe district, for which trees are being cut, an irrigation system is being organized and the land is being ploughed. On small trial plots the plants are inspected and sprayed, finally harvested and threshed mechanically. In Manokwari a new slipway has been put into operation where repairs on a navy ship and coaster are being performed. In the modern and well-equipped workshop Papuans are responsible for maintenance and overhaul of parts and engines.

Dump of cut trees. 00.39 Papuan forest worker fixes a haulage cable around a tree trunk, which, hanging on a timber wagon on tracks, drawn out of the forest by a Hyster bulldozer, but gets stuck between trees alongside the path, the tracks of the dozer running idle. 01.19 Bulldozer with timber wagon, on which tree is hanging, rides on the forest trail. 01.39 Survey of temporary dumpsite where two forest workers are sawing a trunk into pieces. A dog, sitting on the trunk, is scratching itself. 01.55 In the forest the big boughs of a cut tree are being cut down with a whip-saw. 01.59 A small track crane lift trunk pieces onto a trailer, which then goes onto the coast. Tug boat draws pontoon laden with trunks of iron wood through the bay en route to the saw mill in Manokwari at a distance of 70 km and a ten hours' travel. 03.19 The train nears the pier, while Gerard Borghart, technical manager of the saw mill, is looking on from the quay how the pontoon, laden with 200 tons of wood, is being moored. 03.40 Fresh water ponds, in which the trunks will stay for some time. Basic considerations in the development of Netherlands New Guinea will be that the Papua him/herself must bear responsibility for his/her country as soon as possible. For that purpose young Papuans are being prepared for their future tasks in those training centres, such as civil servants, land- and forester consultant, surveyor, meteorologist, telecommunication personnel, or crews for the Netherlands New Guinea Navy. The instruction is given with state of the art means by Papuan or Dutch teachers. The trainees prove to be eager to learn.

The inhabitants, convoked by the village head, are looking on when the candidate police-officer interrogates a person, while a colleague in the second group collects taxes in cash, and immediately after he renders simple medical attendance. 01.38 Students of the training college established in Hollandia (Jayapura) arriving with bearers per service prau in lake village, crossing river-bed, taking a bath in a little lake and building a bivouac of their own with palm leaves. Student drinks coconut milk. 02.38 Agricultural experimental station Kota-Nica, situated in valley near Hollandia, where young Papuans are being trained to be agricultural advisers and where they under supervision of Papuan and Dutch instructors till the ground, are sowing seeds by hand and mechanically, in the nursery-garden they prune and spray, and they service farm machinery, amongst others mini-tractors. 03.58 Board: 'Forestry Course Kota-Nica' of the same training centre, where sixteen boys with simple schooling are being trained in botany and soil science, and also in geodesy by means of a scale-model. Pruning a young tree. 05.36 In a two-years' crash course of the Directorate of Public Works, Papuan boys with only a couple of years' elementary education, are surveying a future proposed route with the help of a theodolite and sticks for the Land Registry and Mapping Service. They cut away the undergrowth. 06.12 No-smoking-sign in Dutch and Indonesian at the training for assistant weather observer. A weather balloon is held in readiness, wind speedometer and direction indicator are being observed. The balloon is released and followed with special glasses. On a weather-chart the observations about height and speed are being registered. Student fills in coded observations in English on blackboard. Instructor wires in Morse clear weather reports, noted down by the students in code groups, after which they themselves operate the Morse keys. 07.13 Future transmitter watchman receives instruction on transmitter station how to tune in a radio transceiver. The counter-clerk in the Post and Telegraph Office learns about registered postal articles, the sales of stamps and the stamping of air-mail. 08.07 Students in uniform follow a ten months' training at the junior sea training school to enter into the Netherlands New Guinea Navy. Inside there are theoretical class lessons, outside on the training vessel they learn how to work the signal flags, 'the ship with a little garden', where they also receive training in lowering loads into the hold as well as lowering a life-boat. Trainee climbs a climbing-rope barefooted in Papuan manner. Instruction about the manual manipulation of signal flags for international signal code, about how to operate a Morse-key, rope-splicing, the maintenance of marine engines and using the ship's compass. 09.39 Trainee plots the ship's course using the compass during a trip with the government's ship. A light beacon is fitted with a gas cylinder. The crew hauls the bottle up a steep reef and puts it into a steel housing. 11.03 End.

The Resident, accompanied by police commander and a doctor are leaving from Hollandia per MS 'Kolff' for a tour in the interior. They visit the little village of Sarmi, where the village head welcomes them. Images of the medical examination and of this little village which is proud to have a small church and a small hospital. The further voyage leads through an area rich in birds. In the meantime Papuans who are passing by receive medical treatment. In a second settlement the inhabitants are being checked by the medical team on symptoms of yaws and are getting an injection with penicillin in accordance with an UNICEF project.

Resident in shorts and shirt enters village, while doctor treats inhabitants. Visitors go down steep hill, head of the village gives a salute and company goes back in prau to the 'Kolff'. 04.58 Making headway through narrow passage, rich in fish, where water-birds are flying up. Prau alongside 'Kolff' at anchor. Doctor, leaning over the bulwark, inspects Papuans, who had been treated by him before. Toddler is lifted out of the prau on board by his father, doctor treats the child. Head of the village joins the trip and shows the company his humble village and inhabitants of the Bagusa tribe with 150 souls. From the forest emerge a man and a woman with child. Close-ups of the family, for which the visitors are showing interest. 07.03 Dutch flag in top, mascot on deck during trip on the Pacific Ocean, school of dolphins swimming ahead of the bow. Three saw-fishes carved of wood on the roof of a small building. Medical examination of mothers with children arrived per prau in the field laboratory in accordance with a UNICEF project. 08.35 Woman assistant performs blood tests with simple shake device and microscope. Phials for penicillin are handy, from which inhabitants and many children are getting a shot in the buttocks. Company leaves the lake-dwelling across staging and goes on in motor outrigger. 10.22 End

Description (source: www.beeldengeluid.nl): 00.07 SHOTS: Uniformed official of the Civil Service crosses the Merauke River per motor launch, wades through muddy bank towards land and is taken by truck along sandy track towards shed on the Kumbe River, which he crosses by motor launch. Foreman of contractor firm greets him on the jetty. 01.56 Building materials, stored on the bank for prefab housing in favour of employees of the pilot project of 40 hectare and piles of narrow-gauge rails. Government official and foreman going to the small train of narrow-gauge loc and tip lorries, which are being loaded with sand by dragline to be unloaded further down the track. Papuan workmen putting sand between sleepers and rails, unloading lorries with rail segments, carrying segments to their spot. Track cleared through jungle, where dragline removes wood- and ground remnants. Survey of the flat area for the pilot project overgrown with tall grasses. 03.55 Members of the Hollandia Motor Club assemble at the starting point for motor rally, riding across stone- and asphalt roads, through a shallow river and along unpaved mountain road to check-point. 04.32 Governor Van Baal, arrived per Catalina seaplane on the Biak airfield, is being welcomed by local Navy Commander, after which detachment of honour of sailors march off in so-called land-white. Formed up petty officers and sailors at the inauguration of the new squadron of Firefly's, the command of which is assumed by lieutenant I. Greve. 05.03 The diver on a floating pontoon in the Sentani Lake checks his equipment, gets into a cylindrical cage with iron bars as a protection against crocs, is being lowered by a crane into the 60 feet deep water and is hoisted up again, all this being viewed by interested persons amongst whom Papuans in their canoes. 05.56 Trawler 'De Goede Hoop' of the Sea Fishery Service leaves port, nets are being thrown overboard. Running at full speed the trawler net is being dragged alongside, is being drawn up when the vessel idles, after which the contents of the net is being shed onto the deck. The useless fish is thrown back into the sea. The remaining fish will be graded, gutted and put into the cold storage room in the lower deck. Shark squirming on fishing-line (instead of the expected tunnyfish) being killed by a gunshot, drawn onto the quarterdeck, and split. Trawler at sea. 07.29 Felling of ironwood forest giants on the island of Batanta. The trunk is being shortened with heavy power chain-saw, operated by two men. By means of a caterpillar dozer the trunk is being hauled to the coast, where Papuans with identical saw cut the merbau trunk into pieces of about 4 meters' length. In the end the stumps are winched on board a pontoon for transport to Sorong. 09.15 M.S. 'Sibajak' of the Royal Rotterdam Lloyd moored in Hollandia-Haven. Officers and ratings of the Royal Netherlands Army embarking with their kit-bags, bags and trunks, waved good-bye by those who are staying behind on the quay. Oil drilling-derrick, where the drilling rods are being lowered to be removed using tongs. Governor Van Baal and retinue arrive on the site, where he opens a register of the new pipeline.
